I think there are two forms of "bad design." You have visually bad design, then you also have poorly implemented design that just doesn't work for it's purpose, which can also be considered bad design.

I think Digg is beginning to get out of hand with moderating. I think that the influx of "PayForDigg" sites has made them a little paranoid, but it's kind of a catch 22 for them because there is no sure fire way to identify who is participating in blind digging and who isn't.
