  2. It seems unfortunate but combatting spammers is never easy as I'm sure everyone knows. Determining which users with massive lists are legit and which ones aren't can't be easy.

    Maybe a request when a user gets to that number then allowing twitter to quickly check the account for legitimacy and then permit it. It's probably not the solution but I don't know what the solution is.
