  1. It doesn't really seem fair to the civil servants without HIV, because there is no guarantee that the money would be spent on what it is supposed to be spent on. Why don't they just give $70 worth of medicine or food to those specific workers who need it?

  2. I agree with RWP. The money would probably be better spent informing people about aids and providing medicine or food to those with HIV.
