There is no context, but it appears staged; note all of the cameras.

Why not take the elevator?
Were they protesting that no elevator was available? If so, then its not funny or tragic.
Was there an elevator present and they didn't want to use it for whatever reason? Then its funny.
Is there no elevator available and they had no other options? Then its tragic.

Where did this happen? Judging from the license plate its in Europe.
When did it happen?
Why did it happen? Did it start out as a traffic violation? Why is the guy nearly naked, wearing socks and no shoes?
